The collection details Penn State's response to war (WWI, WWII, Civil War, Spanish American War). During most wars (1898 is the exception), Penn State had been utilized as a Civil Defense operations location. The collection includes civil defense records (correspondence, programs, procedures), records documenting women at Penn State during the World War II, Penn State wartime and veterans' programs (WWII Postwar Problems Committee for the tenure system, correspondence), American Red Cross statistical information book, and campus activities during the war (ROTC social functions and other military-related activities). Also, includes a 1918 scrapbook kept by Thomas D. Burleigh, class of 1918; records documenting the return of men from camps to colleges, and Penn State's students who served during World War I.
